The all-volunteer Ocean Beach Planning Board is recognized by the City of San Diego as the primary advisory group for land use and land development issues in the Ocean Beach community. One of over 40 community planning groups across the city, the Planning Board was formed by the San Diego City Council to make recommendations to the Mayor, City Council, Planning Commission, City staff, and other agencies on land use matters relating to the Ocean Beach Community Plan Area.

The Planning Board evaluates and makes recommendations on proposed development projects and permit applications as part of the City’s discretionary review process. It also advises the City on the preparation of, and amendments to, the Land Development Code, the General Plan, relevant community plans, and other land use matters affecting Ocean Beach as requested by the City or other government agencies. Additionally, the Planning Board provides the City with advice on other matters of concern to the Ocean Beach community whenever relevant.

City & County of San Diego Wage & Labor Training

The City of San Diego Office of Labor Standards & Enforcement (OLSE) is hosting a virtual training on March 1, 2023 starting at 10:00 am in collaboration with the County of San Diego. The purpose of this initial joint training between the City and County of San Diego is to introduce each agency’s OLSE program, structure, contact information, websites, resources, and laws enforced to businesses operating within the San Diego region. The goal is to educate San Diego employers and businesses of the wage and labor laws enforced by each agency. The outreach will include a guest speaker, Jennifer Shaw from Shaw Law Group, to provide a summary of California labor law updates going into effect in 2023.

Earned Sick Leave and Minimum Wage Ordinance

7 Key Steps to Successful Compliance

  1. Effective January 1, 2023, provide a minimum wage of no less than $16.30 per hour to employees working within the geographic boundaries of the City of San Diego. Rate applies to all businesses regardless of business size.
     
  2. Provide earned sick leave (ESL) through the accrual method (1 hour of ESL for every 30 hours worked) or front-loading method (no less than 40 hours of ESL are awarded at the beginning of the benefit year).
     
  3. Provide employees with Employer to Employee Notice that includes the Employer’s requirements per the Ordinance.
     
  4. Display notices of earned sick leave & minimum wage where employees can read it easily.
     
  5. Keep records of wages paid and accrual and use of earned sick leave for a period of no less than three years.
     
  6. On a regular basis provide employees with records detailing wages paid and sick leave earned and used.
     
  7. Allow employees to use earned sick leave for reasons outlined in the Ordinance including for their own medical care or for the medical care of a family member.

SAN DIEGO MINIMUM WAGE

OFFICIAL NOTICE

SAN DIEGO MINIMUM WAGE

$16.30 PER HOUR

Rate Effective Date: January 1, 2023

Beginning January 1, 2023, employees who perform at least two (2) hours of work in one work week within the geographic boundaries of the City of San Diego must be paid wages of not less than $16.30 per hour for all hours worked within the City’s geographic boundaries.

San Diego’s Earned Sick Leave and Minimum Wage Ordinance, San Diego Municipal Code Chapter 3, Article 9, Division 1, applies to adult AND minor employees who work two (2) or more hours in any workweek within the City’s geographic boundaries. Note: tips do not count towards payment of the minimum wage.

Employers may not retaliate against employees for asserting any rights provided by this Ordinance. Employees may file a civil lawsuit against their employers for any violation of this Ordinance or may file a complaint with the City of San Diego’s Minimum Wage Enforcement Office. The City may take any reasonable steps necessary to investigate possible alleged violations. The City is entitled to all legal and equitable relief to remedy any violation of the Ordinance, including the ability to award penalties of up to $1,000 per violation, back wages, liquidated damages, reinstatement, and other injunctive relief.

Polystyrene Foam and Single Use Plastics Ordinance

Ocean Beach News Article: Polystyrene Foam and Single Use Plastics Ordinance

The City stayed enforcement of Ordinance No. 0-21030 N.S. prohibiting the distribution or use of polystyrene (also known by the trademarked name Styrofoam) within the City of San Diego pending the preparation of an Environmental Impact Report (EIR) under the California Environmental Quality Act. During this time, using, selling, and distributing polystyrene foam is not prohibited under Ordinance No. 0-21030 N.S. within the City of San Diego. UPDATE: The City of San Diego Environmental Services Department presented the proposed Single Use Plastic Reduction Ordinance last Thursday, October 27th to the City Council's Environment Committee. Here is what the ordinance will put into effect:

  San Diego’s Polystyrene Foam and Single Use Plastics Ordinance

Polystyrene foam products are not easily recyclable and can end up in the environment as litter and possibly harm wildlife.

Plastic straws are a significant contributor to marine pollution and are among the most common forms of litter collected on California beaches.

While the EIR is being prepared and the Polystyrene Foam and Single Use Plastics Ordinance is not being enforced, businesses and restaurants can choose to use either polystyrene foam or alternative products.

The most preferred alternative products are those that can be reused or recycled. See below for a list of alternatives to polystyrene foam.

October is National Cyber Security Awareness Month, so you'll want to save this post as I provide instructions for how to turn on 2 factor authentication for your Facebook & Instagram accounts to add a layer of security to your accounts. Why do you need to do this?

Well, it seems like a new round of hackers are up to no good again - In the past 2 weeks, I've seen several personal Facebook connections say they "have not created a new account, don't accept a friend request from me".

And one of my clients recently got maliciously hacked, too. The hacker removed me as admin from her account so I could no longer post for her; the hacker demoted her to "employee" status so she could not make any changes to her own FB page (including reinstating me as admin); the hacker created a fake business manager account to take ownership of her FB business page; and the hacker ran up $750 in fake ads on her credit card.

It’s important to turn on 2 Factor Authentication because it puts an added layer of security on your accounts to prevent hackers from taking over your accounts.
