Pandemic Unemployment Assistance

As part of the federal CARES Act, the new Pandemic Unemployment Assistance (PUA) program helps unemployed Californians who are business owners, self-employed, independent contractors, have limited work history, and others not usually eligible for regular state UI benefits who are out of business or services are significantly reduced as a direct result of the pandemic. The provisions of the program once operational include:

  • Up to 39 weeks of benefits starting with weeks of unemployment beginning February 2, 2020, through the week ending December 26, 2020*, depending on when you became directly impacted by the pandemic.
  • An additional $600 to each PUA weekly benefit amount you may be eligible to receive, as part of the separate CARES Act Pandemic Additional Compensation program. Only the weeks of a claim between March 29 and July 25* are eligible for the extra $600 payments.

A message from SDG&E

HOW SDG&E IS GIVING BACK TO ITS COMMUNITIES

SDG&E has donated $1 million in shareholder funds to help launch the San Diego COVID-19

Community Response Fund (sdfoundation.org/covid19) to support local nonprofit groups that help the needy with food, rent and utility bill assistance.

At SDG&E’s recommendation, the Community Response Fund has provided funding to the following efforts:

  1. The San Diego Worker Assistance Initiative at the United Way of San Diego County to help individuals impacted by layoffs and reduced work with utilities, rent and mortgage payments.
  2. The Jacobs and Cushman San Diego Food Bank to provide food to San Diego Unified School District students who no longer have access to daily meals through school programs due to school closures, as well as to support food distribution by the AFL-CIO of San Diego and Imperial Counties.
  3. The Neighborhood House Association for food distribution to hard-to-reach San Diegans, including economically vulnerable children enrolled in Head Start early education programs, seniors and residents of mental health facilities.

You may have heard yesterday, Mayor Faulconer announced that Cal Coast Credit Union, GoFundMe and Qualcomm have each contributed $100,000 to launch a new initiative between the City, Cal Coast Cares Foundation and San Diego Grantmakers to encourage corporate partners and individual San Diegans to donate to the Small Business Relief Fund. The fund was created at Mayor Faulconer’s urging to provide financial assistance to small businesses impacted by the COVID-19 pandemic.  The need is great and we remain committed to finding more support for San Diego businesses.

On behalf of our Director Christina Bibler, I'd like to encourage you to bring this information to the attention of your membership. Not only can businesses who have not yet applied, still apply for these funds, but individuals can donate any amount and should consider giving to assist one another. Eligible, unfunded applications from the City's initial $6.1 million effort will be sent to SD Grantmakers for grant funding consideration.  Any businesses who have not applied can apply on the City's website at SanDiego.gov/sbrf before the application closes this evening at midnight.

Please note that some of the criteria has been modified to allow for businesses with zero employees to apply. Awards between $1000 - $10,000 will be considered.

If you are a business providing an essential service, as defined by Governor Newsom’s Executive Order, and you are currently OPEN, please review updates below:


SOCIAL DISTANCING AND SANITATION PROTOCOL:

  • Prepare and post your business’ “Social Distancing and Sanitation Protocol” at/near the entrance of any applicable facilities no later than 12:00 AM on Tuesday, April 7th
  • A copy of this protocol must also be provided to each employee performing work in an applicable facility

FACIAL COVERING RECOMMENDATIONS & REQUIREMENTS:

  • Effective 12:00 AM on Saturday, April 4, all employees working at entities within the five categories listed below who may have contact with the public are required to wear a cloth face covering:

Cloth face coverings are strongly recommended for the general public, but there is no legal mandate for the general public at this time. Cloth face coverings are distinct and different from medical masks; they are not medical grade.

A cloth face covering:

  • is a material that covers the nose and mouth
  • can be secured to the head with ties or straps or simply wrapped around the lower face
  • can be improvised from household items, such as bandanas, cloth napkins, scarves, t-shirts, sweatshirts, or towels

  • These parking lots shall be closed to lessen gatherings

After the signing of the CARES ACT last week, the EDIL program was updated to a simplified application process, which also includes a question if you would like to receive $10,000 in advance.  If you applied for the EDIL prior to the signing of the CARES ACT last Friday, then you should apply again and you will notice the application process is easier.


Small Business, Independent Contractors, Sole Proprietors, Non-Profits (501C3).

As a result of the CARES Act signed last week, the UPDATED EDIL Loan was made easier with fewer application requirements and fewer underwriting requirements. You may apply for an SBA Emergency Relief Loan here:

It only takes 10 minutes, simple questions.

Make sure you have your bank account and routing number, EIN or Social Security #, your Gross Annual Sales in the last 12 months, and estimated Cost of Goods Sold in the last 12 months. Make sure you select the $10,000 button for the Cash Advance.

Even if you are a sole proprietor, 1099's, etc. you can apply! For example, if you make $40,000 annually and your cost of goods sold is $5,000 annually your loan amount is calculated this way, say $40,000-$5,000 equals $35,000 divided by 12 (months), then multiplied by 6 months of funds to assist you. Therefore, you may qualify for $17,500 as a loan at 3.75% that's amortized to 30 years to pay back.

At this time, they are giving you a cash advance of up to $10,000 during the underwriting period (takes @ two weeks). If you are denied the loan, you keep the cash advance of up to $10,000 as part of the government loan application, seemingly converted to a Grant that does not have to be paid back!

However, if you are awarded the loan, say $17,500 then the government will wire you $7,500 with the $10,000 that was already provided to you as an advance.
