Update For Restaurants And Bars

SBA Announces Official Restaurant Revitalization Fund Application & Guidelines

RESTAURANT REVITALIZATION FUND (RRF) GRANT

Application will be live within two weeks - earliest estimate is April 30th

Important Information to Note Before Applying:

  • This is first come, first serve
  • Best to apply as soon as it goes live as this will be competitive
  • First 21 days: only women, veteran, minority and socially & economically disadvantaged businesses will be given funds (self certify you are 51% owned)
  • Day 22: all businesses will be able to get funded
  • You are NOT required to have a DUNS number or SAM registration to apply
  • You cannot apply for this if you applied for the SVOG program
  • It will be disbursed as a direct payment like the EIDL Advance (i.e. not through a bank only through SBA)

  • Up to $5 million per location, $10 million per entity
  • Eligible entities include: Restaurants, Caterers, Inns, Taverns/Bars/Lounges, Brewpubs, Tasting Rooms, Taprooms, Food Trucks
  • Flexible uses; Grant money not spent by 3/31/2023 must be returned to the federal government

Notes For Filling Out Application:

  • Make sure all information matches what is on your tax forms (that is personnel names, business names and addresses match) - this will help make sure your application is able to be approved
  • Sales Tax forms will help determine the 33% backup for bakeries, brewpubs, breweries, wineries and inns
  • If you did receive a PPP or EIDL, your total grant request will subtract the loan amount

Documents Needed to Apply:

  • Application SBA Form 3172
  • Tax Verification - IRS Form 4506T
  • 2019 Gross Revenue (tax filing)
  • 3 months of bank statements
  • 2020 Gross Revenue (tax filing or business plan if you launched in 2020)
  • PPP loan approvals (if any)

Our partner, the College Area Business District is hosting a webinar with the Small Business Development Center about the SBA’s upcoming Restaurant Revitalization Fund on Thursday, April 29, 2021 at 2:30pm. This is another opportunity to access FREE Advisors who offer Technical Assistance for this and any other funding sources.

SBA is awarding funds through the Restaurant Revitalization Program to restaurants, bars, and other similar places of business that serve food or drink. The purpose of this funding is to provide support to eligible entities that suffered revenue losses related to the COVID-19 pandemic.

Also included will be updates about other available COVID-19 funding such as PPP Loans, and Economic Injury Disaster Loan (EIDL), and many others. There will be opportunities for Q&A too!

City of San Diego Helping Businesses Meet Accessibility Standards During COVID-19 Pandemic

Below is a message from the City of San Diego.


GRANT MONEY AVAILABLE FOR BUSINESSES TO BUILD ADA COMPLIANT DECKS AND PLATFORMS UNDER OUTDOOR BUSINESS OPERATION GUIDELINES

SAN DIEGO – In an effort to improve accessibility and support businesses dealing with the economic impacts of the COVID-19 pandemic, the City of San Diego is now offering $3,000 grants to help build decks and platforms that comply with standards outlined in the Americans with Disabilities Act (ADA).

Grant funding will be allocated to qualified businesses looking to construct new decks and platforms or modify existing ones to bring them into ADA compliance. The grant program complements the City’s Temporary Outdoor Business Operation permitting program launched in June 2020, which makes it easier for businesses to expand into the public right of way allowing for outdoor operations and physical distancing. Businesses were permitted to set up dining and retail space temporarily in the street, sidewalk and parking lanes if they complied with ADA and other regulations.

“We have dedicated a small team of economic development professionals to guide businesses through the grant application as well as related state and local compliance,” said Christina Bibler, director of the Economic Development Department. “San Diego businesses are doing everything they can to survive and it’s the City’s job to support them whenever possible.”

The grants may be used to cover the cost of labor and materials including ramps, framing materials, railings, and hiring a civil or structural engineer to produce plans, among other allowable uses. The City will also be covering permitting fees until funds are depleted.

As an additional incentive, businesses located in low- and moderate-income areas or owned by low- and moderate-income persons can be eligible for up to $5,000 in funding and expedited grant processing.

To qualify for grant funding, businesses must meet the following qualifications:

  • Be located in the City of San Diego, with loan funds to be spent at that location.
  • Have a valid City of San Diego Business Tax Certificate.
  • Have five or fewer locations.
  • Be independently owned and operated.
  • Not be a lobbying, lending, investment, insurance company, a golf course, racetrack, gambling facility, retail location selling alcoholic beverages for consumption primarily off site or a business engaged in performance or sales of products of a sexual nature.
  • Not be a nonprofit organization.
  • Be able to provide a written description articulating a plan for the establishment or modification of operations to comply, modify or improve compliance with ADA regulations.
  • Not be engaged in any illegal activity per local, state or federal laws, rules or regulations.

Through this program, up to 300 California small businesses will be selected to participate in this six-week interactive eCommerce training program designed to help them get and grow online.

This new, 100% free program will offer participating businesses the educational resources, interactive instruction, and seller-to-seller coaching they need to compete on eBay’s marketplace.

Business Relief & Support - PPP Loan information!

Dear San Diego Business Owner:

We are writing you to make sure that you are aware of the latest resources available to provide economic support and relief amid the COVID-19 pandemic.

On Tuesday, the Small Business Administration (SBA) announced that Paycheck Protection Program (PPP) loans will be available exclusively to businesses and nonprofits with 20 or fewer employees from Wednesday, Feb. 24, through Wednesday, March 10. Learn More

This is an effort to get economic relief to the nation's smallest businesses.

The 14-day exclusive application period will give lenders and community partners more time to work with the smallest businesses to submit their applications, while also ensuring that larger PPP-eligible businesses will still have plenty of time to apply for and receive support before the program expires on March 31, 2021.

Outdoor Business Permit Inspection Schedule

Attention OBMA Members with PROW Permits &/or Pedestrian Plaza Permits

Ocean Beach is scheduled for inspections beginning

Monday, Feb. 8th. thru Wednesday, Feb. 12th.

The Fire Marshall Chief, Doug Perry, has developed a schedule for inspections for business operations in the public right-of-way (PROW) (street or sidewalk).

Inspectors, who are Deputy Fire Marshals, will be walking door to door and prefer to speak with the business owner or manager who is knowledgeable about the outdoor operations, heating elements, and tenting installed in the ROW. If the owner or manager is not available for the initial visit, an inspector will return at a later, unknown date. Inspectors will work with business owners to allow for a reasonable amount of time to come into compliance (if a violation is observed). Some businesses will be required to obtain a no cost permit from the Fire-Rescue Department (link in PDF attached).

Please see anticipated schedule attached, note the day(s) when Deputy Fire Marshals will be in our area.
