OB Pier Replacement-current Status of the Pier

In order to assess the damage sustained by the Ocean Beach Pier during winter storms earlier this year, the City hired Moffatt & Nichol, a highly experienced marine structural engineering consultant. Moffatt & Nichol conducted a visual assessment and determined that while the pier had minor damage to its buildings, railings, and pump station, it sustained less structural damage this storm season than in past storm seasons. That means that while the pier continues to degrade over time, it is currently structurally safe to support public use.

For the pier to reopen, the City needs to address the minor damage to the pier’s buildings, railings, and pump station. These repairs will not require a contractor, as last year's emergency pier repairs required. City staff are currently assessing the repair needs, working to obtain the required materials, and scheduling the necessary repairs. The pier’s allowable operational loading limit for vehicle and equipment access has also been lowered to ensure the public's safety.

All of the necessary repair work is expected to be completed in July. We hope to provide a more accurate date for the pier’s reopening in the coming weeks.

S.D. faces decision on what’s next for crumbling Ocean Beach Pier

City wants public input on whether to repair, rehabilitate or replace

For half a century, the Ocean Beach Pier has been a pillar of its San Diego community — for the fishers who have cast their lines over its rails, the junior lifeguards who’ve leaped from its platform, the locals who’ve watched Fourth of July fireworks launch off its decks, even the dolphins and pinnipeds who’ve swum through its base.

“It is not just a structure, but it’s a beloved icon of San Diego and of Ocean Beach,” said Mayor Todd Gloria.

But no structure — not even an iconic one — lasts forever.

As constant exposure to saltwater and the harsh marine environment has caused the pier’s concrete deck to crumble in places and rust to climb its piles, the landmark’s age has started to show.

A 2018 study determined the pier had “reached the end of its service life” and gave the city three options: repair it, rehabilitate it, or replace it.

In the years since winter storms have resulted in several months-long closures. High surf battered its railing boards, cracked piles, and even moved hundred-pound concrete benches across the decks.

The pier’s gates have been shut since January, when one of the largest ocean swells to hit San Diego County in years resulted in 10- to 12-foot waves along the coast.

City officials conducted a public workshop on April 1 at Liberty Station Conference Center to share information – and receive public input – on the Ocean Beach Pier Renewal project.

Mayor Todd Gloria said the purpose of this initial OB Pier workshop and others to follow is to “find out what people love the most about the pier whether it be fishing, the views, the cafe, etc.”
