In the past I worked with the University Heights community to put together some information which I am sharing with you today. I hope this information helps resolve some issues you are seeing within your communities.

INFO TO USE TO REPORT DUMPSTER DIVERS:
Call the Environmental Service Department (ESD) Monday thru Friday from 6:30a.m. to 4p.m. at: 858-694-7000. After hours, weekends and when scavengers are there "now" call SDPD at 619-531-2000.
If reporting a scavenger seen earlier, call 858-694-7000 or submit a complaint via e mail to [email protected]
INFO TO USE FOR VEHICLE BURGLARY & AUTO THEFT PREVENTION:
Please report suspicious activity by calling 619-531-2000 or 858-484-3154. Suspicious people may be looking into vehicles, appear nervous, appear lost, circling the same area, wearing unusual clothing for the weather conditions (large jacket in summer time or gloves), or be acting as a lookout. Record serial numbers and mark property with your driver license number. Your license number is safe and your property can always be connected to the crime. Be prepared to provide your vehicles license plate number, a list of missing items, and their serial numbers if possible.
INFO TO USE ABOUT SOLICITORS:
Regularly, I receive requests to revisit the topic of door to door solicitors. In San Diego these solicitors are required to have a business tax certificate and a solicitor's identification card. Soliciting is not allowed between the hours of 8pm and 9am, it is also not permitted where "No Soliciting" signs are present. If a company is legitimate they will gladly show you their paperwork. I stress to everyone there is NO reason to open your door to challenge these people for ID and tax certificate. I strongly warn you to not jeopardize your homes safety integrity by opening your door. Instead open a window next to the door and tell them you are not interested and if they do not depart you SHALL call the police.
If you get the candy, magazine, solar, or alarm sales folks coming around the worry is they may be casing a property with malice. If you suspect someone is soliciting illegally, casing a property or acting suspiciously you may call us on the non-emergency police line (619) 531-2000.

The City Of San Diego has just released a new application that one can use, to report a variety of things, such as potholes, graffiti, just to name a few, that directly goes into the City Of San Diego’s tracking system

So now if you see the police helicopter flying around but cannot hear what they are saying, don’t call dispatch, and check Twitter or Nextdoor.com to see what they are saying. INFO TO USE TO REPORT NOISY NEIGHBORS:
Call the San Diego Police Department’s non-emergency number at 619-531-2000 or 858-484-3154. If the noise has ceased by the time the officers arrive, then they cannot take enforcement action unless you are willing to sign a complaint. If you are experiencing an ongoing conflict with your neighbors, mediation is an alternative solution. In mediation, disputing parties meet with trained, impartial mediators to resolve their problems. Neighbors interested in mediation should contact the National Conflict Resolution Center at 619-238-2400.
INFO TO USE TO REPORT GRAFFITI:
Reporting graffiti as it is occurring:
If you see graffiti vandalism in progress, call and report it immediately to the San Diego Police Department. Do not confront the vandals. Although they may appear to be harmless, they may be carrying weapons. The police will respond based on the priority of the crime compared to others for which they have calls at the time.
Information To Report Graffiti:
The Graffiti Unit has assigned a detective to handle the tagging / graffiti incidents within Western Division. The contact is Detective Cassie Ericson. If you have an incident of tagging and/or graffiti please take a photograph prior to painting it out and email the photographs to Detective Ericson, [email protected] . In your email please include date, time, location and approximate size of the graffiti. The information you send will be loaded into the Graffiti Tracker Program which is a county wide program and collaboration with numerous agencies.
Cleaning Graffiti:
If you see graffiti in your neighborhood on public or private property, report it immediately to the Graffiti Control Program through online reporting, http://apps.sandiego.gov/streetdiv/ , or by calling the Graffiti Hotline at (619) 527-7500. Calls to Street Division Customer Service are confidential.
City crews remove graffiti from city property, usually within five days of receiving a report. City code compliance officers must notify private property owners of graffiti on their property and of their responsibility to remove it. Depending on the cooperation of property owners, it could take longer for graffiti to be removed from private properties.
Graffiti Rewards Program:
With our Spray and Pay Graffiti Rewards Program, you could receive up to $500 for information leading to the arrest and conviction of graffiti vandals.
