Enhanced Public Participation UPDATES

Make your voice heard! The City Council values public input and encourages residents to participate in local government. Use the steps below to address the Council on issues that matter to your community.

Step 1: Find a Meeting Date

Review the Legislative Calendar to see all upcoming City Council meeting dates and times.

Step 2: Review the Agenda

Go to sandiego.gov/cc and review the agenda.

  • Click any item title to view the full staff report, fiscal information, and supporting documents.
  • Make note of the Item #s that interest you.

Choose How You Want to Participate

In-Person (12th Floor of CAB)

  • Fill out a speaker slip and submit it to the Clerk.
  • Slips must be submitted before public comment ends on that item.

Organized Presentation (Groups of 2 or More)

Individuals who share the same position can speak together or designate lead speaker(s) for a coordinated presentation. Organized Presentations are heard first after Staff Presentations.

  • Sign up in advance: Submit the form at least 24 hours before the meeting at sandiego.gov/presentation.
  • Lead Presenter: Designate one contact person who will coordinate with the group and confirm that all participants will be present and ready to speak.
  • Presentation Materials: If you plan to use slides, video, or audio, submit them with the sign-up form or via the follow-up link at least 2 hours before the meeting.
  • Requirements: All listed participants must be present (in person or online), raise their hand when called, and identify themselves. Missing participants may reduce the group’s total speaking time.
  • Time Allowed: Number of speakers in the group × time allocated per person on the agenda (maximum 15 minutes total).

Online or by Phone (Remote Participation)

  • Join using the phone number or link on the front cover of the agenda, or go to sandiego.gov/councilmtg.
  • When the item you’re interested in is introduced, click the “raise your hand” icon (or press *9 on your phone).
  • You will hear *6 or see a prompt to unmute when it is your turn to speak.

Submit Written Comments

  • Use the webform at sandiego.gov/comment.
  • Submit comments and any attachments at least 2 hours before the meeting starts.

Non-Agenda Public Comment

If your topic is not on the agenda but is within the Council’s authority, you can speak during Non-Agenda Public Comment:

  • Mondays: At the end of the 2:00 PM session
  • Tuesdays: At the end of the 10:00 AM session
