The studies concluded and implementation began, including a facade rebate program, Business Improvement District (BID) surveys, work on PCOZ (Pedestrian Commercial Overlay Zone), amarketing/public relations campaign, hiring staff for public relations and a graphic artist, and development of new logo (concentrated on image). Hired Nolte & Associates to produce working drawings for public improvements. CDBG awarded $535,000.
